Francis J. "Jay" Lobrano

Francis J. “Jay” Lobrano is the Managing Partner Firm, practicing in local, state and federal income and estate tax, mergers and acquisitions, commercial transactions, estate and wealth planning, trusts and corporate law. Mr. Lobrano regularly represents clients before the Internal Revenue Service, the Louisiana Department of Revenue and Taxation, and the United States Tax Court. He has represented buyers and sellers in mergers and acquisitions and clients in a wide variety of commercial transactions. Additional focus areas include representing clients in federal and state tax audits, Capital Construction Fund formation and administration, successions, and special master appointments. Mr. Lobrano has been recognized and certified as a Tax Law Specialist by the Louisiana State Bar Association, Board of Legal Specialization, since 2001.

Mr. Lobrano is an appointed member of the Louisiana Board of Tax Appeals, a tribunal that hears state tax cases in the same capacity as a state district court. Cases are tried before the Board and appealed directly to the appropriate Louisiana appeal court. The appointment is for a term of four years. 

Mr. Lobrano is admitted to practice in all Louisiana state courts, in the United Stated Federal District Court for the Eastern and Middle Districts of Louisiana, the United States Tax Court, the United States Court of Federal Claims, and the United States Fifth Circuit Court of Appeals. He was a member of the Tax Specialization Advisory Committee for the Louisiana State Bar Association from 2003 -2008, and is a Fellow and Member of the Academy of Court-Appointed Masters. 

Mr. Lobrano graduated with an LL.M. degree in Taxation from New York University School of Law in 1993 where he was a Graduate Editor of the New York University Tax Law Review and recipient of the Tax Law Review scholarship. Mr. Lobrano graduated with a Juris Doctor, magna cum laude, from Tulane University Law School in 1991. He was a member of the Tulane Law Review from 1989 to 1991 and an Associate Editor from 1990 to 1991. He received the A.N. Yiannopoulos Award in Property and American Jurisprudence Award in Constitutional Law. Mr. Lobrano is a member of the Order of the Coif. 

Mr. Lobrano earned a Bachelor of Science Degree in Management with a concentration in Accounting where he was a Tulane Honor Scholar and member of Beta Alpha Psi, Accounting Honor Society. 

Mr. Lobrano is active in numerous civic and charitable organizations. He is married to Louisiana Fourth Circuit Court of Appeal Judge Joy Cossich Lobrano and has two children. He was born in New Orleans, Louisiana on April 15, 1966 and has been a lifelong resident of Plaquemines Parish.
